RFR(S): 8200366: SIGSEGV in CodeHeapState::print_names()

Dear All,

may I please request reviews for this small fix. It resolves the subject issue, found during testing, by simply removing the failing function (change in diagnosticCommand.cpp). The changes in codeHeapState.cpp target the root cause of the problem. It was shown that they are helpful, but they could not yet be proven to be sufficient.
