RFR: JDK-8213384: Move G1/C2 barrier verification into G1BarrierSetC2

I just realized that I accidentally changed behaviour of G1 SATB barrier
verification to be run in all 3 verification phases, not just before
codegen as it was before. It doesn't seem to hurt, and infact is
probably even better to ensure consistency across compilation. Do you
prefer to restore the original behaviour or should we keep it as it is now?
