Added new make/gensrc/Gensrc-jdk.internal.vm.compiler.management.gmk to 
create module-info.java.extra
for jdk.internal.vm.compiler.management.  I also removed the makefile 
target jdk.internal.vm.ci-gensrc-src
which seems obsolete without a corresponding Gensrc-*.gmk, and I fixed 
the annotation processing to use
module info instead of the unnamed module.  I also fixed JDK-8211781 
while working in the same files.
