[13] RFR(XS/M): 8226699 [BACKOUT] JDK-8221734 Deoptimize with handshakes

Greetings,

The Runtime team has decided to backout the following fix from JDK13:

     JDK-8221734 Deoptimize with handshakes
     https://bugs.openjdk.java.net/browse/JDK-8221734

in order to provide time to deal with the following regression in the
JDK14 time frame:

     JDK-8225351 assert failed: Revoke failed, unhandled biased lock state
     https://bugs.openjdk.java.net/browse/JDK-8225351

This is a backout of an 'M'-sized patch so it's 'XS' because it is a
backout that has been mechanically verified, but the numbers of lines
touched makes it an 'M'.
