8231565: More node budget assert in fuzzed test

     Another bad estimate. Loop rotation is too poorly approximated
     as a clone operation alone. Same ad-hoc.


Testing: hs-tier1..3, hs-precheckin-comp, JavaFuzzer
     Including new TC
