RFR(T/XS) 8233000: Mark vmTestbase/vm/mlvm/meth/stress/compiler/deoptimize test as stress test

Hi,

please review the extra small patch which tags vmTestbase/vm/mlvm/meth/stress/compiler/deoptimize by 'stress' keyword.
This test was recently re-enabled as part of 8166275 fix and started to run in tier3.
However the test is stress one and is not intended to be run in tier3.
Adding 'stress' keyword will exclude the test from tier3.
