8229499: Node budget assert in fuzzed test

     Refactored (full) loop unroll estimate to approximate complex loop 
cases
     more accurately (similar to cloning). Same ad-hoc. (Minor cleanup 
in the
     related dump-support.)


Testing: hs-tier1..3, hs-precheckin-comp
     Including new TC
