RFR: 8255861: Also update jaotc.1 for JDK 16

Unfortunately, I missed updating jaotc.1 in JDK-8255853, since it is no longer built by Oracle and we don't maintain the man page source as markdown any longer.

This is not a reason for not updating the open troff file, however.
