I uploaded new result with `-XX:TieredStopAtLevel=3 -XX:CICompilerCount=1` to https://bugs.openjdk.java.net/browse/JDK-8276453. `java.ci.totalTime` is still unchanged.

Also added `_value != 0` in assertion.
