It seems that you didn't enable Github Actions on your personal forks that offer testing. So your PRs won't be tested before integration.

I had set `Allow all actions` for my personal forks `sunny868/jdk`, but there is a warning `GitHub Actions is currently disabled for your account. ` I do not know why? 
I have turned to ` GitHub Support ` for a help.
