RFR: 8303497: [s390x] ProblemList TestUnreachableInnerLoop.java

This PR adds TestUnreachableInnerLoop.java in ProblemList.txt which is failing on s390x and will be fixed by [JDK-8288981](https://bugs.openjdk.org/browse/JDK-8288981).
