IMO, there is no point in fixing `-GenerateSynchronizationCode`, and instead we should just remove the flag. I propose we do this under the umbrella of this bug, just rename it to something like `Purge GenerateSynchronizationCode flag`. It is `develop`, so we don't even need a compatibility review.
