RFR: 8372941: Rework compiler/intrinsics/sha tests to use intrinsic availability [v5]

> PS: only for tier testings, mac-aarch was skipped due to resource constraints

Ramkumar Sunderbabu has updated the pull request with a new target base due to a merge or a rebase. The pull request now contains five commits:

 - redo sha3 changes
 - reverting SHA3 changes
 - Fix TestUseSHA3IntrinsicsOptionOnSupportedCPU
 - remove requires condition
 - initial commit
