RFR: 8376422: Run compiler/corelibs/OptionalFold.java with tiered compilation

This new test is failing with `JTREG=VM_OPTIONS=-XX:-TieredCompilation`. Force enable tiered compilation for this test for now, as this is failing in the CI.
