Thanks for all the feedback.

In order to move this forward, I'll go ahead and create the proposed
forests on hg.openjdk.java.net.

In the fullness of time I still think there's value in having a HotSpot
Express Project.  Those of us who've been involved in this discussion
will understand what's going on, but it'd be good to have an obvious
place where people new to the topic can find documentation.
