where to file hotspot bugs

Andrew, 

We are actively working towards selecting a bug system and a code review system for OpenJDK.

A while ago we sent out requests for use cases and requirements for both the systems. 
We are now in the process of comparing and evaluating some candidate systems. 

I will post updates about this on the web-discuss mailing list.
