hsx/hsx23.4 repository created for delivery into jdk7u8

I created the hsx23.4 repository:

	http://hg.openjdk.java.net/hsx/hsx23.4/hotspot/

for changes to hotspot that are targeted at jdk7u8.  This is currently
identical to hsx23.2 which will soon ship in jdk7u6.

As usual, fixes targeting hsx23.4 should be fixed first in the ongoing
development repos (e.g., http://hg.openjdk.java.net/hsx/hotspot-main/)
and undergo testing before being considered for hsx23.4.

As a general guideline, all p1 and p2 bugs should be backported to
hsx23.4.  Lower priority changes should be considered on a
case-by-case basis.
