PermGen Elimination project

The latest webrev for the PermGen Elimination project is:

This has been merged with the latest JSR 292 support and is based on 
hsx/hotspot-gc/hotspot revision:

summary:     7193157: G1: Make some develpflags available in product builds

We haven't tested with the bytecode interpreter (c++ interpreter) and 
shark compiler lately.  If someone could do that, it would be helpful.
