CFV: New HSX Reviewer: Bengt Rutisson

I hereby nominate Bengt Rutisson to be an OpenJDK HSX [0] project 
Reviewer [1].

Bengt has been a Committer on the HSX project for some time and is also a
Committer on the JDK 6, 7, 7u and 8 projects.  He is a key contributor in
Hotspot's GC group, working on G1 primarily, and is involved in all aspects
of GC work and planning.  He's pushed 30 significant changesets, been
proxy for four more, and has been a de-facto in-depth GC reviewer for
quite awhile.  The GC group relies on his expertise.  Bengt is thus well-
qualified to be a Reviewer on the HSX project.

Votes are due by 12:01AM U.S.A. Eastern time, March 9th, 2012
(two week voting period).

Only current HSX project Reviewers [2] are eligible to vote on this 
nomination.
