New HSX Project Lead - John Coomes

As the recently-ratified HotSpot Group Lead[1], I'm using my new
privileges to appoint myself HSX Project Lead.  Since the former Lead
resigned[2] and the Hotspot Group is the sole sponsor of the HSX
Project, a vote is not needed for this degenerate case[3].
