Zhengyu and Dmitry are two cases where the set of HSX Project Committers [1] and the set of Hotspot Group Members [2] are different.  Visual inspection indicates that there are others.  It would not be surprising if these two sets of people be identical as the requirements for each role are different.   

Nominating new Group Members is described in the Group overview page [3].  Note that each nominee would need a CFV.
