CFV: New HSX Reviewer: Roland Westrelin

I hereby nominate Roland Westrelin to be an OpenJDK HSX [0] Reviewer [1].

Roland is long-time Java SE Hotspot VM engineer. He has been a Committer on the 
HSX project for some time and is also a Committer on the JDK 7, 7u and 8 
projects. He is a key contributor in Hotspot's Compiler group, working on both 
C1 and C2 compilers.  He has contributed 34 significant changesets as an 
Committer and thus well-qualified to be a Reviewer on the HSX project.
