Request for reviews (M): 6924259: Remove String.count, String.offset fields

I submitted CFV and have some votes already. But I have question. Bylaws says 
that Reviewer are approved by a Three-Vote Consensus. Does it means that I can 
announce result when we get 3 'Yes' votes?
