CFV: New HSX Committer: Nils Eliasson

I hereby nominate Nils Eliasson (OpenJDK user name: neliasso) to HSX Committer.

Nils is a member of the Hotspot Compiler group. Prior to joining Hotspot 
development, he worked on JRockit VM in Oracle. He contributed 8 changesets to 
HSX project and he is qualified to be committer [1]:
