CFV: New HSX Committer: Vladimir Ivanov

I hereby nominate Vladimir Ivanov (OpenJDK user name: vlivanov) to HSX Committer.

Vladimir is a member of the Hotspot Compiler group. Prior to joining Hotspot
development, he worked in Hotspot SQE group. He contributed 8 changesets to
HSX project and he is qualified to be committer [1]:
