CFV: New HSX Committer: Niclas Adlertz

I hereby nominate Niclas Adlertz (OpenJDK user name: adlertz) to HSX Committer.

Niclas is a member of the Hotspot Compiler group. He contributed 15
changesets to HSX project and he is qualified to be committer [1]. See
the end of this email for a list of 8 significant changes.

Votes are due by Aug. 22, 2013.
