CFV: New HSX Committer: David Chase

I hereby nominate David Chase (OpenJDK user name: drchase) to HSX Committer.

David is a member of the Hotspot Compiler group. He is working on 
Sumatra Project and new java types. He contributed 8 changesets to HSX 
project and he is qualified to be committer [1]:
