hg: hsx/hsx24/hotspot: 2 new changesets

Hi,

I have several questions regarding these changes:

 - why have these two changes been submitted two times?
 - I always thought that a unique bug ID is required for a successful
push? Doesn't this apply to the hsxXX repos?
 - why has this change been submit to (and only to) the hsx24
repository (I thought hotspot changes need to go to hsx first before
they can be downported to hsxXX)?
