That's a good question, for which I do not have the answer. The 
submittal system we have should make this impossible.

I think this particular check for some reason has been disabled in 
hsx24. I think Alejandro Murilo might know more about this.

That's the general idea, although there are exceptions to this.

Anyway, this issue was found as soon at is came in, and I think 
Alejandro has worked around it.
