[8u20] Request for approval: 8036767: PPC64: Support for little endian execution model

Vladimir,

no jdk8u-dev approval is necessary for pushing hotspot changes to the 
hotspot team forest. Alejandro will look after the approval request when 
he does the bulk push into jdk8u master.
