[8u20] RFR(S): 8029436: CICompilerCount is not updated when the number of compiler threads is adjusted to the number of CPUs

Hi,

I would like to request a 8u20 backport of my patch for 8029436.

The changes were pushed into jdk9 11 days ago and nightly testing showed 
no problems. The changes applied to 8u20 without conflicts.
