Request Review: 6883953: java -client -XX:ValueMapInitialSize=0 crashes

Hello!

I'd like to get a review for this backport of 6883953 into jdk7.

The patch does not apply cleanly, the required modifications are
quite small.
I will need a review for this.

The difference, compared to jdk9 is the code around the added lines.

JDK8 change is on the way as well.

The change was tested with jprt on all supported platforms.
