[8u40] backport RFR (S) 8055069: TSX and RTM should be deprecated more strongly until hardware is corrected

8u40 backport request.  Changes were pushed week ago into jdk9, no 
problems were found since then. Changes are applied to 8u almost without 
conflicts - I had to exclude changes in TestPrintPreciseRTMLocking*.java 
because this file in 8u already has this code.
