[8u20] RFR(S)JDK-8034188 OSR methods may not be recompiled at proper compilation level after deoptimization

HI,

I would like to request a 8u20 backport of JDK-8034188.

The change where pushed to jdk 9 on 2014-03-11. Nightly testing has 
shown no problems. The change applies to 8u20 without conflicts.
