RFR (M): 8036767 PPC64: Support for little endian execution model

The previous, related change mentioned by Sasha, which added support
for the ELFv2 ABi was https://bugs.openjdk.java.net/browse/JDK-8035647
It was already pushed to jdk9/hs-comp

@Sasha: you can remove the "LFLAGS_VM" settings from ppc64le.make
