[8u20] RFR 8031321: Support Intel bit manipulation instructions

Igor,

I wasn't able to find any boxes w/ BMI(neither Piledriver nor Haswell) 
in our lab, but Filipp should have access to some hosts which support 
it, so you can ask him to do more intensive testing on these hosts.
