I'm not sure we have an official process as such. First point of call
would be to raise it on the right HS mailing list and find a "sponsor"
who could do the JPRT push for you. The issue of what can/should be
backported is much more subjective depending on the nature of the
change, and its potential impact on compatibility etc.
