[8u40] request for approval: 8035650: Exclude AIX from VS.NET make/windows/projectcreator.make

Please approve this 8u40 backport request. Without this fix, one cannot 
build the jdk8u/hs-dev/hotspot repo using visual studio on windows. The 
fix can be applied cleanly with any modifications.
