[8u60] Request for approval: Backport of 8067648(S)

I would like to request the backport of the fix for JDK-8067648 to 8u60.

Unfortunately, the fix does not apply cleanly because the patched file's 
location is different in 9 and 8u:

location in 9: 
jdk/src/java.base/share/classes/com/sun/crypto/provider/GCTR.java
location in 8u: jdk/src/share/classes/com/sun/crypto/provider/GCTR.java

Testing: All JPRT tests pass. The fix was pushed last week into 9 and 
passes two nightly runs.
