JDK-6584008: jvmtiStringPrimitiveCallback should not be invoked when string value is null

Do the backport and send a request for review/approval to
hotspot-dev at openjdk.java.net. Make it clear that this is
a backport for JDK8u. For straight forward backports,
just one reviewer is needed to agree.

You'll need a sponsor to do the JPRT job for you and when
the bits push the backport bug will be automatically created
by the JBS backend.
