RFE: JDK-8073249: Fix all files to contain exactly one newline at the end of file (and enhance 'jcheck' to enforce this policy)

Hi,

I've just filed "JDK-8073249: Fix all files to contain exactly one
newline at the end of file (and enhance 'jcheck' to enforce this
policy)" and "CODETOOLS-7901298 jcheck should check that every file
ends with exactly one newline".

Is there a mutual consent that this is something worth doing? I.e.
should I start to prepare a webrev which fixes all hotspot files which
contain more than one newline at the end of the file and send it out
for review? I'd need a sponsor anyway :)

What's your opinion?

PS: from my understanding of how jcheck is working we'll have to clean
up the files in the other repositories as well, before we can enable
the new jcheck filter, so this is just a starter.
