CFV: New hotspot Group Member: Igor Ignatyev

I hereby nominate Igor Ignatyev to Membership in the hotspot Group.

Igor is the technical lead of the HotSpot Compiler SQE group and is a
Reviewer in the jdk9 project and a committer in the hsx and jdk8u
projects. He has been working actively in the HotSpot project for 2.5
years.

Igor is key contributor to the testability of the JIT compilers in
HotSpot: he is the author of much of the WhiteBox compiler API and has
written many of the additional tests for the JIT compilers. Igor's
additional contributions include several product bug fixes, test
development for JSR292 and being part of the test stabilization effort.
Igor also mentors other engineers from the HotSpot SQE and STT team.

Votes are due by March 11, 13:00 CET.
