[8u60] Request for approval: 8069590: AIX port of "8050807: Better performing performance data handling"

Hi,

can you please approve this security fix which is the AIX-port port of
"8050807: Better performing performance data handling" from 8u31. For
some reason this AIX-version didn't made it right right in time into
8u31 so we have to manually port it now to jdk8u-dev.

This fix is AIX-only, it is reviewed and it cleanly applies to both,
jdk8u-dev and jdk8u40

This fix should also be pushed to 8u40 if that is possible at all.
