In response to the discussions in:

I'm now in a position to add No-PCH builds to the set of JPRT builds. 
I've simply disabled PCH for fastdebug builds. This isn't complete in 
terms of coverage but is a reasonable compromise I think. Disabling PCH 
had no adverse affects on the build times in JPRT.
