RFR: 8154110: Update class* and safepoint* logging subsystems

There isn't a singular "constraint".  The tag is logging constraints - 
some arbitrary rule that no trailing 's's is just that, arbitrary.
These are runtime logging flags; I vote that they stay plural because 
that's how I would find them if I were looking.
