[9] RFR (XS): 8161660: Quarantine TestParallelHeapSizeFlags.java and TestSmallHeap.java

Hi,


please review the patch for quarantining Quarantine 
TestParallelHeapSizeFlags.java and TestSmallHeap.java [1]. The tests 
recently started failing in the jdk9/dev repository [2]; the problem 
currently prohibits us from pushing into the repository using JPRT.

Once reviewed, I plan to push the fix directly into jdk9/dev.
