Hotspot changes generally require at least two reviewers, and at least one must be a “Reviewer”.
I only see one so far (me, also a Reviewer).  I’ll poke a couple people about being a second.

The requirement for a second reviewer is a Hotspot extension to that process.
Are you covered by an Oracle Contributor Agreement, either individually or through an employer?
