RFR(XS): 8168086: 8166869 broke jvmci build on aarch64

So this is an AARCH64 specific change and I'm good with this change
going in, but I'm not Jesper.

I've re-read Jesper's internal email about allowing urgent changes
to be pushed and it certainly sounds like he wants to approve the
urgent changes on a case-by-case basis.

I recommend waiting until you hear from Jesper, but that's just
my opinion.
