RFR: 8179266: Add test/gc/g1/humongousObjects/TestHeapCounters.java to ProblemList.txt

Hi all,

the test hotspot/test/gc/g1/humongousObjects/TestHeapCounters.java fails 
intermittently, see https://bugs.openjdk.java.net/browse/JDK-8178918. I 
have added the test to hotspot/test/ProblemList.txt until the problem is 
fixed in order to avoid intermittent failures in hotspot_tier1.

Test is *not* run when executing:
$ jtreg -conc:8 -exclude:hotspot/test/ProblemList.txt
