JDK10/RFR(XS): 8181852: Remove option 'UseV8InstrsOnly'

8181852: Remove option 'UseV8InstrsOnly'

     After JDK-8172231 we will no longer identify SPARC V8 as a valid ISA.


Testing:

     Mostly tested on JDK9 (jtreg/RBT/hotspot/tier0-comp).
     Testing on JDK10 (jtreg/RBT/hotspot/precheckin-comp).
